Parks and Recreation strives to develop and maintain safe recreational facilities that meet the needs of residents and visitors across the County of Hawai'i. To accomplish this, the department develops and manages planning, design, and construction projects, from the initial scoping phase through implementation.

Projects Under Construction

Description: The project will bring the park into compliance with Americans with Disabilities Act (ADA) standards and will include demolition of nearly all existing park amenities, as well as construction of a new 1,900-square-foot pavilion, new comfort station (bathrooms), new children’s playground, new outdoor sports court, a paved parking lot, new walkways, a new off-grid electrical system and water system, and more.

Description: Improvements to the Pāhala Swimming Pool that will bring it into compliance with Americans with Disabilities Act (ADA) standards and address other issues with the facility to ensure its integrity as a vital community resource for decades to come.
- Status: Construction on Hold. Following the start of construction, additional problems were discovered with the pool basin and underlying soils, and Parks and Recreation will now demolish and rebuild the pool basin, rather than repair the existing basin as initially planned. New design plans have been developed, and Parks and Recreation is working with the contractor on the expanded project scope.

Description: Provides for new electrical service from HECO at each site to replace existing electrical service lines, panels, and equipment that are in an advanced stage of deterioration and/or have been identified as requiring replacement due to the risk of shutting off electrical service to these park facilities.

Description: Provides for new overhead electrical services from HECO at Walter Victor C.K. Baseball Complex in Hilo to replace the existing 50+ year-old original service that is in an advanced stage of failure.

Projects in Planning and Design
Description: The project is planned for a 2.85-acre site across from the Ho‘olulu Complex. The project includes the planning, design and construction of the infrastructure at the park, such as driveways, walkways, parking, utilities, landscaping, comfort station (bathrooms), and concession building; the design (but not construction) of a covered skating rink facility; and the design of the outdoor skatepark elements.
This project is being pursued in partnership with a local non-profit group, the Hilo Skateplaza Coalition, and potentially other partners raising additional funds for construction.

Description: This is a project to enhance and expand Isaac Kepo‘okalani Hale Beach Park in Puna. The project scope includes restoration of the comfort station and showers; parking improvements; electrical upgrades; the development of a new, large, primary pavilion for community gatherings; several smaller pavilions for picnicking; improved camping amenities; and other improvements to infrastructure and recreational amenities.

- Status: Planning and Design in Progress. Final design documents are in review, and Parks and Recreation will also review the Environmental Assessment, Preservation Plan, and Archaeological Inventory Survey.

Notes: The Pohoiki Boat Ramp dredging project is NOT part of this project. The dredging is a state project being led by the Department of Land and Natural Resources’s (DLNR) Division of Boating and Ocean Recreation (DOBOR).
Description: This project includes two main components in different areas of Kailua Park. One is the demolition of the old terminal building and the surrounding deteriorated asphalt pavement, followed by the construction of a new parking lot system, a comfort station (bathroom) and a concession building.
Another main component of the project is the construction of two new comfort stations at the Kailua Beach Park (also known as “Old Airport Park” and “Maka‘eo”) area of the park and one new comfort station between the events pavilion and the canoe hales. The new comfort stations by the beach park replace one that was completely destroyed due to fire and another that is closed due to structural failure.

- Status: Designs are complete, Parks and Recreation is developing construction documents to bid the project, and various permits and approval processes are underway.

Description: The project addresses replacing the existing comfort station (shut down due to safety concerns and functionality issues) with a new comfort station of similar size and improved design. The project will include the demolition of the existing comfort station, design and construction of a new comfort station, new accessible parking and routes, modification/redesign/relocation of existing water filling stations and a portion of the parking lot, and new electrical service to the comfort station and nearby pavilion.

Description: The project is to provide a new community center at Spencer Kalani Schutte (Waimea) District Park that would also serve as a hurricane and emergency shelter to serve the residents of Waimea and nearby communities.

Description: Improvements to the roof, exterior siding, and structural elements of the Pāpa‘ikou Gym. Renovations to the pavilion/comfort station at the ballfield area, and a structural assessment of the plantation-era Pāpa‘ikou Community Center to determine whether repairs/renovations are warranted or if razing and replacement are appropriate.

Description: Design of a new pool pump and filtration system integrated into the existing facility, renovation of the failing pool basin, replacement of electrical service for lighting on the deck area, and other improvements necessary to ensure the viability of, and continued access to, this vital community recreational asset in North Kohala.

Description: Convert the existing natural grass combination baseball/football field into a dedicated baseball stadium implementing a new synthetic turf playing field suitable for college-level play. Project includes replacement and reconfiguration of fencing, gates and other facility infrastructure.

Description: Master planning and preparation of an environmental assessment for the development of a new skatepark and related amenities for the Hawaiian Ocean View Estates subdivision.
