Parks and Recreation strives to develop and maintain safe recreational facilities that meet the needs of residents and visitors across the County of Hawai'i. To accomplish this, the department develops and manages planning, design, and construction projects, from the initial scoping phase through implementation.

Recently Completed Projects

KAHUKU GRIND SKATEPARK

Description: Construction of a new skatepark at Kahuku Park through a collaboration with Ocean View Skatepark Association. Through the Friends of the Park Program, Parks and Recreation provided funding for materials, and volunteers provided the skilled labor.

Status: Completed in May 2026. A grand opening event was held Saturday, May 2. See social media post highlighting the project and grand opening.

KAMEHAMEHA PARK TENNIS COURT ELECTRICAL SERVICE REPLACEMENT

Description: Restoring electrical service to the tennis courts, replacing lights and upgrading the electrical infrastructure at the Kamehameha Park Tennis Courts.

ARTHUR L. GREENWELL PARK PLAYGROUND

The County held a blessing and reopening of the new playground on Jan. 17, 2026. Reopening Event Social Media Post

Description: Construction of a new children’s playground to include demolition of existing playground equipment and installation of new playground equipment, walkways and safety surfacing.

PU'U NUI PARK PLAYGROUND

This project was completed, and the playground was blessed and reopened, in September 2025. Reopening Event Social Media Post.

Description: Addition of new playground structures, fencing, walkways, steps, retaining walls, and a new safety surfacing system.
Status: Completed September 2025

Notes: This project is a collaboration between Parks & Recreation and a volunteer group. Construction work was performed by Parks Maintenance staff and the volunteer group. In addition, a safety surfacing system was installed by contractor NW Playgrounds.

WALTER C. K. VICTOR BASEBALL COMPLEX ELECTRICAL UPGRADE

Description: Provides for new overhead electrical services from HECO at Walter Victor C.K. Baseball Complex in Hilo to replace the existing 50+ year-old original service that is in an advanced stage of failure.

'ĀINAOLA PARK OUTDOOR COURTS RECONSTRUCTION

Description: The renovation/reconstruction of two outdoor courts at 'Āinaola Park. The unused gravel court and the court currently configured for volleyball and pickleball have been re-paved, and new court surfacing and lines will be added by a contractor, resulting in additional pickleball courts, volleyball court and a futsal court. The fencing around the perimeter of the courts will also be refurbished.

Status: Construction in Progress; Resurfacing Portion of the Project out to Bid.

HERBERT SHIPMAN PARK PARKING LOT AND ROADWAY IMPROVEMENTS

HILO MUNICIPAL GOLF COURSE FENCING IMPROVEMENTS

KAILUA PLAYGROUND

Description: The restoration of the comfort station and the repaving/resurfacing of the outdoor play court area.

Status: Construction in Progress. The comfort station has been reopened; repaving of the outdoor parking lot and playcourt is pending.

MILOLI‘I BEACH PARK ACCESSIBILITY IMPROVEMENTS

Description: The project will bring the park into compliance with Americans with Disabilities Act (ADA) standards and will include demolition of nearly all existing park amenities, as well as construction of a new 1,900-square-foot pavilion, new comfort station (bathrooms), new children’s playground, new outdoor sports court, a paved parking lot, new walkways, a new off-grid electrical system and water system, and more.

PĀHALA SWIMMING POOL ACCESSIBILITY IMPROVEMENTS

Description: Improvements to the Pāhala Swimming Pool that will bring it into compliance with Americans with Disabilities Act (ADA) standards and address other issues with the facility to ensure its integrity as a vital community resource for decades to come.

Status: Construction on Hold. Following the start of construction, additional problems were discovered with the pool basin and underlying soils, and Parks and Recreation will now demolish and rebuild the pool basin, rather than repair the existing basin as initially planned. New design plans have been developed, and a change order for revised scope of work is being executed. Construction start date pending contractor providing revised schedule.

Description: Provides for new electrical service from HECO at each site to replace existing electrical service lines, panels, and equipment that are in an advanced stage of deterioration and/or have been identified as requiring replacement due to the risk of shutting off electrical service to these park facilities.

AFOOK-CHINEN CIVIC AUDITORIUM IMPROVEMENTS

DR. FRANCIS WONG STADIUM FIELD TURF IMPROVEMENTS

Description: Convert the existing natural grass combination baseball/football field into a dedicated baseball stadium implementing a new synthetic turf playing field suitable for college-level play. Project includes replacement and reconfiguration of fencing, gates and other facility infrastructure.

HILO SKATEPARK

Description: The project is planned for a 2.85-acre site across from the Ho‘olulu Complex. The project includes the planning, design and construction of the infrastructure at the park, such as driveways, walkways, parking, utilities, landscaping, comfort station (bathrooms), and concession building; the design (but not construction) of a covered skating rink facility; and the design of the outdoor skatepark elements.

This project is being pursued in partnership with a local non-profit group, the Hilo Skateplaza Coalition, and potentially other partners raising additional funds for construction.

ISAAC KEPO'OKALANI HALE BEACH PARK IMPROVEMENTS

Description: This is a project to enhance and expand Isaac Kepo‘okalani Hale Beach Park in Puna. The project scope includes restoration of the comfort station and showers; parking improvements; electrical upgrades; the development of a new, large, primary pavilion for community gatherings; several smaller pavilions for picnicking; improved camping amenities; and other improvements to infrastructure and recreational amenities.

Status: Planning and Design in Progress. Final design documents are in review, and Parks and Recreation has also reviewed and commented on the Environmental Assessment, Preservation Plan, and Archaeological Inventory Survey.

KAHUKU PARK SKATEPARK

Description: Master planning and preparation of an environmental assessment for the development of a new skatepark and related amenities for the Hawaiian Ocean View Estates subdivision.

KAILUA PARK NEW COMFORT STATIONS AND OLD TERMINAL DEMOLITION

Description: This project includes two main components in different areas of Kailua Park. One is the demolition of the old terminal building and the surrounding deteriorated asphalt pavement, followed by the construction of a new parking lot system, a comfort station (bathroom) and a concession building.

Another main component of the project is the construction of two new comfort stations at the Kailua Beach Park (also known as “Old Airport Park” and “Maka‘eo”) area of the park and one new comfort station between the events pavilion and the canoe hales. The new comfort stations by the beach park replace one that was completely destroyed due to fire and another that is closed due to structural failure.

Status: Designs are complete. Parks and Recreation put the project out to bid for construction, completed the bid opening, and is in the process of awarding the project. The permitting process is also underway.

KOHALA SWIMMING POOL IMPROVEMENTS

Description: Design of a new pool pump and filtration system integrated into the existing facility, renovation of the failing pool basin, replacement of electrical service for lighting on the deck area, and other improvements necessary to ensure the viability of, and continued access to, this vital community recreational asset in North Kohala.

PĀPA‘IKOU GYM, COMMUNITY CENTER, AND COMFORT STATION RE-ROOFING AND REPAIRS

Description: Improvements to the roof, exterior siding, and structural elements of the Pāpa‘ikou Gym. Renovations to the pavilion/comfort station at the ballfield area, and a structural assessment of the plantation-era Pāpa‘ikou Community Center to determine whether repairs/renovations are warranted or if razing and replacement are appropriate.

PRINCESS ABIGAIL WAHĪIKAʻAHUʻULA KAWĀNANAKOA CENTER IMPROVEMENTS

Description: Upgrades to the Kawānanakoa Center including re-coating of the metal roof, exterior and interior painting, installation of fixed windows to reduce moisture infiltration, installation of a new exhaust and ventilation system and circulation fans, upgrading of fireproofing material, and fire alarm system upgrades.

SPENCER KALANI SCHUTTE PARK NEW COMMUNITY CENTER/SHELTER

WAI‘ŌHINU PARK NEW COMFORT STATION

Description: The project addresses replacing the existing comfort station (shut down due to safety concerns and functionality issues) with a new comfort station of similar size and improved design. The project will include the demolition of the existing comfort station, design and construction of a new comfort station, new accessible parking and routes, modification/redesign/relocation of existing water filling stations and a portion of the parking lot, and new electrical service to the comfort station and nearby pavilion.

HAWAIIAN PARADISE PARK EA AND PHASE I DESIGN

Description: The development of a new park on a County-owned, 20-acre parcel bordered by Kaloli Drive, 25th Avenue and 26th Avenue. Planning consultant SSFM International has completed the Environmental Assessment (EA). Parks and Recreation also plans to select a design consultant to design Phase I of the park.

Status: The EA has been completed. Professional services selection for the design of Phase I is pending.

Status: Discussions are underway with the County, the State of Hawai‘i Department of Land and Natural Resources, and the Department of Hawaiian Home Lands to potentially relocate the planned regional park to the makai side of the Queen Ka‘ahumanu Highway adjacent to the Kealakehe Regional Wastewater Treatment Plant.
